How to Join the TLOA Board of Directors

Serving on the Twin Lakes Owners’ Association Board of Directors is a meaningful way to protect, guide, and enhance our community. Board governance and elections are governed directly by Article II of the TLOA Bylaws.

There are two paths to joining the Board: Appointment to Fill a Mid-Term Vacancy (the most common route) or Running in the Annual Election.

Candidate Eligibility Criteria

To serve on the Board of Directors, a candidate must meet the following baseline requirements:

• Age Requirement: Must be at least 18 years of age.
• Background: Must not have been convicted of a felony.
• Standing: Must be a Member in Good Standing (all dues, assessments, and charges paid in full).

Path 1: Appointment to Fill a Mid-Term Vacancy (Primary Route)

Because open seats frequently arise between annual elections due to resignations or term transitions, most Directors initially join the Board via mid-term appointment.

1. Verify Member Standing: Confirm that your lot account is a Member in Good Standing (all assessments paid in full).
2. Obtain and Complete the Form: Download and fill out the official Declaration of Candidacy and Disclosure Form.
3. Complete Real Estate Disclosure: Disclose in writing whether you are engaged in, an owner of, or employed by any firm involved in home construction or real estate sales within Twin Lakes.
4. Obtain Member Witness Signatures: The form must be signed by you and witnessed by two (2) TLOA Members in Good Standing.
5. Submit to Board Secretary: Deliver the completed form to the Secretary of the Board. The Secretary will distribute your application to all Directors prior to the next meeting.
6. Board Review & Vote: The Board will review the application and hold a vote at a regularly scheduled monthly Board meeting (held on the third Thursday of the month).
7. Appointment: Upon receiving a majority vote of the Directors, the candidate is appointed immediately and serves out the remainder of the unexpired term.

Path 2: Running in the Annual Election

Elections for open Board positions take place at the TLOA Annual Membership Meeting held on the third Thursday in November.

1. Obtain and Complete the Form: Fill out the official Declaration of Candidacy and Disclosure Form.
2. Complete Real Estate Disclosure: State in writing whether or not you have commercial real estate or home construction business interests in Twin Lakes.
3. Obtain Member Witness Signatures: Obtain signatures from two (2) TLOA Members in Good Standing.
4. Submit Biographical Statement (Optional): You may attach a brief bio summarizing your background, experience, and goals for the community. Bios submitted by the deadline are published in the community newsletter prior to the election.
5. Meet the Strict Filing Deadline: Deliver the completed form and optional bio to the Secretary of the Board before 12:00 PM (Noon) on August 1.
6. Board Certification: At the August Board meeting, the Secretary and an Officer report all filings, and the Board certifies candidates meeting the deadline as official election nominees.
7. Membership Election: Members vote to elect Directors at the November Annual Membership Meeting (in person or via proxy).

Serving on the Board is an opportunity to work as a team for the welfare of all residents. To ensure transparent, effective, and collaborative governance, all sitting Directors—whether appointed mid-term or elected by the membership—commit to upholding the TLOA Bylaws and signing our Board Member Code of Conduct.

• Standards of Service: Board Members agree to attend regularly scheduled meetings, fulfill fiduciary duties, maintain strict confidentiality regarding executive session and legal matters, and act with professionalism toward residents and fellow Directors.
• Board Authority & Accountability: To protect the Association’s operational integrity, Article II, Section 7 of the TLOA Bylaws provides that any Director or Officer may be removed by a majority vote of the Board of Directors at any time for cause. Election or appointment does not exempt a Director from Board enforcement or removal for rules violations or breach of duty.
